La Diputación Provincial de Ourense es, por número de trabajadores, la segunda empresa de la provincia. Tiene 950 empleados y casi la mitad, unos 400, son concejales del PP o familiares directos de los 485 ediles que el partido tiene repartidos en los distintos ayuntamientos de Ourense, según ha comprobado este periódico. La otra mitad son militantes del partido, excepto algunos funcionarios que desembarcaron en la diputación antes que su presidente, el popular José Luis Baltar, que lleva dos décadas al frente de la institución. En su feudo provincial no se inmiscuyen ni el presidente de la Xunta, Alberto Núñez Feijóo, ni el presidente del PP, Mariano Rajoy, quien proclama en las campañas electorales en las que necesita los votos de Ourense que "Baltar es el PP". Y eso a pesar del pulso que hace un año Baltar echó a Feijóo y Rajoy proponiendo para sucederle en la dirección del partido en Ourense a su hijo, frente al candidato del presidente de la Xunta. Antes del congreso que debía decidir entre los dos candidatos, Baltar colocó a más de 200 trabajadores eventuales (por tres o seis meses) que después fueron a votar, según una denuncia del PSOE a la Fiscalía de Ourense y del sector crítico del propio PP en la campaña del congreso. He is best-remembered for his ability to transform European classical music into pop music. His 1971 arrangement of Mozarts Symphony No. 40 recorded with the Manuel de Falla orchestra, reached the top spot in the Dutch charts and scored a top 10 hit in several other European countries. In 1970, prior to this success, Waldo de los Rios had already climbed the charts around Europe and America with Ludwig van Beethovens Ode To Joy which he arranged and conducted for Miguel Rios.
